Back in the U.S., a new challenge emerged as the Chinese government began constructing regulations that sellers must adhere to including a vague licensing requirement.

For reasons that not certain, the licensing process was not transparent and the majority of recyclers were uncertain exactly how to proceed. Moving ahead to 2008, the market began feeling the effects of the “great recession”. The buyers abruptly began cancelling orders, or offering significantly less for the product. Unfortunately, many loads of material were already in containers heading to the country at the time. On the bright side, this forced many suppliers to develop more secure trade policies with China, such as making large deposits in advance of shipments. In 2013, the county introduced Operation Greenfence, which sought to scrutinize imports in hopes of lessening junk and waste that was mixed in among the loads of scrap. While suppliers began to better focus on delivering “pure” loads of product, the market began experiencing a problem with widespread theft. The transition to China follows a comparable decision at GM, which began bringing in the Buick Envision from China last year. The overall majority of Buick customers don’t seem to care where it is built. Whether consumers will seek to overlook the country of production, given the current political environment in the U.S., remains to be seen. U.S. Trade Representative Robert Lighthizer, has spoken out against the decision.

For Ford’s management team, the Focus decision based on economic factors in the global economy. This may lead to longer wait times for dealership orders and less overall choice. Also, in 2008 and 2009 the CPSC and the Agency for Toxic Substances & Disease appraised synthetic turf “grass blades” in answer to concerns about potential exposure to lead. Evaluations estimate any possible releases of harmful chemicals from the grass blades, such as lead, would be below the levels of actual concern. The outcome is a sub-panel with adequate availability for multiple breakers with a dedicated one for Level 2 charging.

The White House said last week that a border tax is one option, although what the plans are is not clear. The plan proposed by House GOP would cut corporate income taxes to 20% from 35%, exclude export revenue from taxable income and add the 20% tax on imported goods.

Companies who depend on imports think a border tax will outweigh the benefits of lower corporate taxes. Auto dealers are reaching out to members of Congress within their districts, Toyota and several others are lobbying in states where they have significant manufacturing plants and currently employ workers. After the state’s look into the wrongdoings, Auto House was responsible for $33,000 in penalties and must release all of its vehicles to another party or such ownership arrangement. This new settlement doesn’t affect the continuing Attorney General’s probe in the case. The state transportation secretary who manages the DMV talked publicly about results today. They said that the law was being enforced and that a formal agreement entered is being carried out to rectify people’s concerns. The Alliance of Auto Makers, an industry group for GM., Toyota Motor Corp., Ford, Volkswagen and Daimler A.G., is urging congress to add language in a short-term economic resolution that would stop the Obama team from finalizing the rules before they leave office in January.  The EPA’s ruling shrinks the promised mid-term assessment of the government’s determined fuel efficiency program. Auto manufacturers knew they would be challenged to meet stricter goals in exchange for regulatory visibility. Industry leadership was seizing on the unexpected win of Trump to appeal for additional time to deliberate the economic costs of the operation, especially with low gas prices, spurring light-truck sales & soft demand for hybrids & electric cars.   The EPA rather hit the “go” button with its proposed plan to keep the standards the same, subject to a 1 month comment period. Obama’s EPA Administrator Gina McCarthy, is supposed to issue the final ruling.

Auto executives who spoke to Auto News confidentially said the choice was a political one intended to prevent the next Trump administration—and his appointee for the EPA—from undermining a key piece of Obama’s legacy.   A Ford lobbyist, Ziad Ojakli, criticized the EPA’s move as politics of a lame-duck presidential group. The timing of this EPA move was unexpected to the auto business. Those realities may limit the auto market’s options under Trump. She has been stationed in Iraq, Kuwait and Qatar .Her fiancé, Vernon McLucas, is a veteran of the NY Army National Guard, after serving his 6-year contract. The transition from active-duty to civilian lifestyles has been difficult. Because of that, she expressed gratitude for the vehicle.

According to TCHS Brandywine reps, roughly 1,000 people attended the Recycled Rides ceremony. Activities such as building and classroom tours, and services provided by local businesses & TCHS program instructors, and face painting. The car show is sponsored and supported by 3D Auto Collision Center, ABRA Auto Body, Black Horse Auto Body, Valspar, Coatesville Youth Initiative, Franklin Mint Federal Credit Union, the Chester County Intermediate Unit Practical Nursing Program & Universal Technical Institute. According to event coordinators, participating organizations included Geico & the time and materials for Rowan’s car were donated by Fred Beans of Doylestown, Wensel’s Repair of Spring City, Lehigh Valley Bumper, LKQ Corp., Keystone Automotive of Philadelphia and Chuck’s Auto of Douglassville. These groups worked in conjunction with 3D’s facility to restore the Nissan to like new condition. The Recycled Rides idea was developed by the National Auto Council in 2007. America Recycles Day

  • Embankment Fill: Usage as an embankment fill material is common due to its lighter weight. TDA is 1/2 to 1/3 of the weight of a conventional fill material and puts less pressure on the underlying material, thus reducing the amount of settlement that will occur in places of weak foundation soils and also lessens the chance that an embankment may fail due to the effects of excess pressure. Since TDA is also considered free-draining, using it as fill will limit the potential of saturated subgrade situations.
  • Retaining Wall Backfill Material: Retaining structures are commonly used in engineering projects, including areas next to roads & bridges. These structures usually retain soil backfill and are intended on the material composition of the backfill. Due to its light weight, using TDA in this manner can result in cost savings through usage of less concrete or steel.
  • Landslide Repair Material: Road landslides can be caused when the backfill becomes completely saturated, resulting in undue pressures & weak soils that cannot handle the weight of the backfill. TDA weighs less than soil, so it limits the loads applied by the backfill, and because it is more permeable than soil, it limits the risk of the backfill becoming fully saturated. These benefits make it a solid option for landslide repair.
  • Vibration Damping Material: TDA has been applied in light-rail applications to effectively minimize the transmission of ground-borne vibrations to other areas. In this role, TDA is placed in a layer underneath a light-rail track and is encased in geotextile. Frank Skokoski wants to stop Kress from installing the shredder to prevent noise and other intrusions. Legal challenges that Skokoski filed have halted construction since winter. Kress, meanwhile, sued Skokoski for defamation of character on July 12. Skokoski said he will defend himself against the suit while continuing to fight to stop construction of the shredder. As cars have evolved during the past century, so has the technology for dismantling and recycling them. Now cars have less steel but more aluminum and polymer parts. A growing variety of computerized sensors, systems and other such as back-up cameras and video screens in newer cars requires more copper wiring. Currently Kress’ employees remove motors, radiators and wiring with huge tools hooked to the arm of a front-end loader. Then another loader with a forklift moves the cars and puts in the crusher. Kress ships crushed cars to a shredder in NY State.

If Kress does install a shredder, his workers no longer will have to rip apart and crush cars. Kress can sell the 4 to 5-inch bits of steel that emerge from the shredder to steel mills and deal directly with end-users of nonferrous bits such as aluminum, brass and copper that typically bring in a few cents a pound more than steel. In shredders, magnets separate steel from nonferrous metals, which move farther along a conveyor where they are sorted by reverse magnetic fields. The remaining automobile shredder residue or “fluff” goes to a landfill and contains about 2% metal, an improvement from (5) years ago when the fluff’s metallic content approached 8% metal, said Kress’ nephew, Harry, who has been heading up the shredder development for the family business. When cars arrive, they are drained of fluids. Each car goes on a rack that tilts so the oil and antifreeze and other fluids spill into a grate and float to different levels and are separated for re-use or resale. The reclaimed motor oil heats the office and their other buildings. Kress didn’t say he planned to shred metal other than vehicles, but didn’t rule out taking other sources of metal either. He still is discussing hours of operation with officials, but said he expected the shredder hours to be similar to those of the lot. Steve Pounds, finance analyst at Bankrate says that people spend too much for cars currently. People are sacrificing college funds and retirement savings for more expensive vehicles then they should. When calculating how much a household can spend on a new vehicle, they recommend following the “20-4-10 rule.” This means a down payment of at least 20%, financing of no longer than (4) years and principal, interest & insurance not exceeding a total of 10% of household gross income.

In fact, consumers continue to buy cars trucks, often in violation of several aspects in that rule. Most common, they have been taking out loans for too many years. To find the maximum monthly payment that a median-income household should spend on a car payment, Bankrate calculated 10% of the monthly median gross household income per city and subtracted the average monthly vehicle insurance cost in each city. When they completed the study, the average new vehicle price was $33,865. Also factored into the national average rate for a 48-month vehicle loan, was 4.24% at the time. According to their recommendations on how much mid-income households should spend on vehicle payments, including principal & interest, San Jose residents could spend the most — but still not enough to cover the cost of a new vehicle. With a median income of $87K, San Jose residents could afford a $32K vehicle with a max payment of $662. Residents living in Detroit, which has a median income of $25,769, could afford to spend the least of the fifty cities examined on a new car–$6K, with a top monthly payment of $120.” The complete article is available here.

Captain Charles Moore has been tracking what’s known as the “Pacific Garbage Patch” aboard his research vessel named The Alguita.  .

Moore’s search had its latest discovery, which is a mass of ropes, floats, & trash that has created a virtual island that you can walk on. Moore was there for a month and it’s beyond my wildest fears how bad it’s gotten out there by now. A recently announced AARP Smart Driver Course is slated for Friday, June 10: The course focuses on helping older drivers update their knowledge & skills in efforts to prevent traffic crashes & violations, and maintain mobility & independence. The event covers age-related physical changes, declining perceptual skills, rules of being on the road, local driving problems, and license renewal eligibility. Graduates may be eligible for discounts on their auto insurance premiums. We feel that the most successful marketing that we have done are in person visits to local repair facilities with promotional material.

The “self-serve”/ “U-Pull It” business model has risen in popularity lately. Do (or have you) offered self-service? What do you think are the main advantages or drawbacks with it?

We are a full service facility. The only advantages that I see are the savings in payroll. The disadvantages that I see are a larger possibility of theft and the major liability of the public becoming injured opening us up for a lawsuit.

Do you recall times when the per-ton scrap price has fallen this much? How and when do you anticipate a rebound?

Fortunately it seems like the market has already started to rebound with shredder feed finally hitting over $200.00/ton and still on the rise.

Currently we are paying $200.00 for a complete car with a free pick up.

(TTRC) has begun operating at its location in the Canadian oil sands and disclosed plans to open similar other sites in Australia & Chile. TTRC uses reactors to transform scrapped mining tires into oil, steel and carbon black, providing a solution to one of the major environmental problems these areas face. Until now, recycling scrap industrial mining tires wasn’t possible due to their overall size and density. Their process was originally developed by a group called Green Carbon L.L.C.   Titan has been working at this site since 2014.

The Green Carbon system uses 75% of gas from tires in a special reactor. Each tire produces approximately 500 gallons of oil, 4,000lbs of carbon black and 2,000lbs of steel. At full production, TTRC should be capable of converting 240,000 pounds of scrap tires a day. These recycled items can be placed back into new products. The system uses 85% of the gas it generates to heat up the vessel housing the scrap tires. TTRC signed a 10-year lease in 2014 on 10 acres of land north of Fort McMurray for the operation. Titan did not disclose its investment in setting up TTRC, but has said on a number of occasions it expects its recycling activities to generate $250M or more a year in revenue from the sale of reclaimed oil, carbon black & steel.

Chief Allen Adam of the Athabasca Chipewyan First Nation (ACFN) was also in attendance, showing the First Nation’s support of the new technology and its partnership with TTRC, which opened with 15 employees and could grow to 40. According to Titan International Chairman and CEO Maurice Taylor Jr., Titan plans to expand the TTRC operations, although he did not elaborate on the time or scale of those plans.” The complete article is available at this link.

I manage the final decisions on renovations, acquisitions and the general company direction.

What are some changes in the auto parts industry recently that you have noticed?

More vehicles and parts are being exported.

The “self-serve”/”U-Pull It” business model has risen in popularity lately. I see that you offer both self and full service, what are the main advantages or drawbacks with it?

It enables us to maintain a significant wholesale trade as well as being able to offer our retail customers the service of pulling the parts for them. It requires a larger staff than a self-serve only operation.

How does Empire Abbotsford track its inventory of used auto components?

We use the Car-part system and inventory for complete vehicles, engines, transmissions and some later model body components.

Do you recall times when the per-ton scrap price has fallen this much? How and when do you anticipate a rebound?

I remember when prices were as low as $20/ton. Our last crush was $85/ton, which is the 2nd month in a row it has increased. I do not see a significant increase happening for this year.

With low scrap prices, what are you typically paying for older scrap vehicles in BC currently?

We have a contract with the local salvage division of the Insurance Corporation of British Columbia that includes no-bids, water and fire damage, and 2000 and older vehicles. We just won the contract for the next 12 months at $172. It generates about 350 vehicles a month. We buy very few additional, mostly from towing companies and off the street.

What are the different ways that you obtain late-model (2005+) vehicles for part-out?

We rely solely on our contract with ICBC, which produces late model vehicles each month.

It looks like the business hours are 7 days a week. Does this result in staffing issues such as frequent overtime, needing additional part-time staff etc…?

No, we have sufficient staff to manage a 7 day week.

You were a recipient of two Environmental Achievement Awards and a Green Leader Award. What are some of the best practices that have led to these achievements?

We developed an ‘Industry Code of Practice’ which led to a provincial regulation and the basis for a national standard adopted by the Canadian Automotive Recyclers Association.

What advice would give to young people that may consider entering this industry?

I believe you need a significant amount of land to do well in this industry, which for the Vancouver area is very expensive. It is also necessary to buy an existing auto recycler here, as there is no additional land available that has the special zoning required for auto recycling. But the industry is profitable for those that run a good business, and counter staff make a quite decent income.

What are your primary roles/functions in managing Brandon Auto Service?

I oversee the computer system and financial status.

Your website states you are a Barely Used Dealer. Would you explain this concept and how it works?

It is a logo that is easily recognizable by consumers and in the past, a number of recyclers would join together and advertise in their local area as a dealer of BUAP. We have over 28 produced commercials and rent to clients that have a clean and organized salvage business.

What are some of the changes in the auto recycling industry recently that you have noticed?

Salvage dealers are going out of business. My perception of their loss is caused from lack of education of today’s salvage economy. Most don’t attend any conventions to learn techniques and most don’t even join an association.

Is there any marketing initiative(s) that you have used lately that was very successful?

I still advertise on TV, in newspapers, telephone books, and on the internet.

Have you considered offering the “self-service” aka “U-Pull-It” concept that seems to be popular today? Any potential benefits or drawbacks that you see?

I tried at another facility, but never could get the customers to bring their tools to pull items. Today with the scrap prices falling, I am reversing back to a full-service yard at the another location.

How does Brandon AS track its large inventory of vehicles and components?

We place our inventory in a Hollander Database.

The scrap prices have continued to fall in the US. What do you typically pay for vehicles these days in Florida?

In the March 21, 2016 edition of Automotive News an article titled ‘Cheap-fuel savings slip with premium’ was posted by Nick Bunkley with the following info:Gasoline is cheap again, but the extra charge for premium instead of regular has never been higher. At a Shell station in Tucson, AZ, regular cost $1.17 a gallon, while premium was $1.75. That is nearly 50% more. In Chicago, a Pilot station had regular for $1.95 and premium for $3.09, 58% more. And an Exxon station in Newport News, Va., offered regular for $1.59 and premium for $2.89 – 82% more.

Five years ago the average of 7% was the norm for premium. At current prices, buying premium would cost an average driver several hundred dollars more a year and potentially thousands over the life of a car. The shift has effectively wiped out the fuel-economy advantage claimed by some models with turbocharged engines that demand premium, and it’s making some drivers think whether the added cost is worth it. The price difference may not matter to those who can afford luxury & high-performance cars, which typically require premium. But it can be painful for owners of cheaper cars that demand higher octane, including the Mini Cooper and Smart ForTwo, and confusing for drivers of vehicles that recommend premium who fear damaging the engine or voiding the warranty by using regular instead. For the redesigned Volt, which went on sale last fall with a new 1.5-liter engine, GM says drivers can use regular. Ford Motor Co. recommends premium for the 2016 Escape with a twin-scroll EcoBoost engine, the Flex with EcoBoost and most Mustang variants.

Daimler AG’s Smart brand, in a guide to maximizing fuel economy it published, says the ForTwo gets 3 mpg better using premium vs regular. The 2016 ForTwo’s owner manual cautions that using less than 91 octane fuel can lead to engine failure. Ahmad Bachan, the Smart brand manager at Loeber Motors in Lincolnwood, Ill., said customers can use regular–but it doesn’t give you the same quality.

Much of Graves complaint with Tesla is that is makes it difficult for repairs to be made by anyone other than a Tesla service center. There aren’t independent garages willing to work for less than what the factory store charges. Imagine if we all had to take our cars to a factory dealer every time something went wrong. Graves says don’t even think about the hardware. What about all those sensors, display screens, and computers lurking within the dashboard? Tesla will not even allow a customer or a repair site to read the service manuals unless the owner can prove they live in Massachusetts, the only state requiring manufacturers to make their service manuals accessible to the public. The other issue is who owns the car’s software–Tesla takes says the software belongs to them. The owner, merely have a license to use it and it may not be altered. Bruce Jackson, head of retail lending at JPMorgan Chase, says they are prime focused with less than 5% of business for consumers with credit scores of less than 620. Both banks and big auto companies nudged “buy here, pay here” in-dealership financing options further out of the market. The BHPH lenders lost nearly 10% of their share of the market. Wells Fargo, according to Experian, has become the biggest lender to used car buyers, with more than $31B in auto loans.

JPMorgan expanded its auto loans by about 10%. A Reuters article highlighted a substantial rise in lending for Bank of America, which has also boosted staffing in auto lending. Capital One grew loans held for investment by about 15% from 2014 to 2015. Bank participation in used car lending has increased partially because of automakers’ captive finance units being able to capture loans thanks to monetary policy that has created years’ worth of low interest rates. Welcome back to yet another installment of our Scrap Car Spotlight series of interviews with the best in the auto recycling and damaged vehicle removal business. What are some of the primary functions you handle in managing Queen City PAP?

I handle the day-to-day functions of QCPAP. We are set up differently from most yards, so I do not handle any of the vehicle purchasing.

What are some changes in the auto recycling industry recently that you have noticed?

More and more people are driving older vehicles. To this, they are wanting to repair their vehicles at a lower cost than taking their vehicle to the dealership.  The best way to do this is to buy recycled components.  More people also feel they can make small repairs themselves saving on labor charges.

Is there any marketing initiative(s) that you have used lately that was very successful?

We have tried a few different marketing plans and none seem to work as well as “word of mouth.” We have used TV, radio, print, billboards, and social media.  Social media is slowly catching on and we are starting to see people looking to Facebook to ask questions and also to see any monthly specials we are running.

The “self-serve”/”U-Pull It” business model has risen in popularity lately. With your experience, what are the main advantages or drawbacks with it?

The advantage is that we don’t have to supply or rent tools. People must bring their own.  We pulled them for a short time and ended up with a shop full of stuff people never came to pick up.  By pulling the items themselves, people buy only what they need.  You lose a sale or two occasionally because people don’t have tools or the time to pull it themselves, but the lost sales don’t add up to as much as the labor involved with pulling the items and then letting them sit on the shop floor.

How does Queen City PAP track its inventory of used auto components?

We don’t track individual items. We use CRUSH to track our vehicle inventory. We don’t inventory components only the year, make, and model of the vehicles on the yard.

Do you recall times when the per-ton scrap price has fallen this much? How and when do you anticipate a rebound?

I have never seen the prices this low, for this long. I don’t see a rebound to amount to anything until at least June.  Warm weather tends to help scrap prices come back.  So for now, it is just a wait and see game.

With low scrap prices, what are you typically paying for older scrap vehicles in TN currently?

$100-$200/ton depending on the condition. Most of the yards in Tennessee are paying $50-$80/ton.  We are overpaying so we get those vehicles.  By having more and better vehicles, we are able to have the components most people are looking for.

What are the different ways that you obtain late-model (2005+) vehicles?

Auto auctions and insurance auctions

I noticed that you are open 7 days a week. Does this cause scheduling problems or often result in overtime pay?

No problems with scheduling or overtime. I have 2 groups of employees.  One group is customer service only.  They are the only full-time employees.  The other group is the labor group.  They are all part-time employees working less than 30 hours a week.

I saw that you advertised refurbished batteries. How are they refurbished? Is this process done in-house?

We buy all of our refurbished batteries from Interstate. They have a program where they refurbish them and sell them as such.

  • I did not realize that such a high percentage of “call ahead” orders would end up as being “no-shows”
  • They do not inventory the individual components, just the vehicle description

An article composed by Farida Jhabvala on KQED News with the headline ‘Why is Towing So Expensive in San Francisco?’ tells us as follows: “I headed to a lot on 7th Street under Interstate 80, where most vehicles towed by the police or SF Municipal Transportation wind up. I met Cherish Demins, whose car was towed less than an hour earlier, while he was making a visit to his office. The price to get his car back was $483.75. Among people who have had their car towed in San Francisco, Demins is actually lucky. Because he recovered his car so quickly, he paid the minimum charge to get it back. But that minimum amount is twice as much as drivers in Chicago and LA pay. On Demins’ bill it is broken into two segments: a $220.75 towing fee & an $263 administrative fee.

The main cost of this business is paying the tow companies for the work they do on commission, according to John Pendleton, co-founder at AutoReturn. On average, a tow company earns $80.39 for each vehicle it brings to the lot. The 2nd-biggest expense for AutoReturn is salaries and rent. Automotive Service Technicians & Mechanics: The US Bureau of Labors defines the position as those who inspect, maintain, and repair vehicles; most of them work in repair facilities. Although technicians often identify and fix automotive problems with computers, they do work with greasy components, tools, sometimes in uncomfortable positions. Employers prefer that automotive service technicians & mechanics complete an education program at a postsecondary institution; industry certification is usually required. The median pay is $37,120 per year ($17.84 per hour) and the job growth is projected to be +5% from 2014 to 2024.

Dealer Salespeople: Selling cars is among the highest paying retail sales positions. As with most sales positions, the compensation will vary based on you individual performance. Let’s take a look at earnings:

  • The Economics Daily in 2015 reported hourly median earnings of $18.06 per hour.[1]
  • Glassdoor says the national average income is $38,840[2]

The minimum requirements are typically a HS Diploma and a valid driver’s license. The majority of the training in conducted in-house (on the job)

General Manager: “General and operations managers at auto dealers received a mean $64.05/hour or $133,230/year as of May 2011. Generally a Bachelor’s Degree is required. The outlook is about +5% growth leading up to 2020”[3]

F&I Manager: According to GlassDoor, the median income is $103,530.[4] Generally a Bachelor’s Degree is a prerequisite. This position works at dealerships in the financing, insurance and other add-on products.

A NYC school district employee was fired in 2005 after his cellphone’s GPS contradicted his time cards, as he was leaving work early but getting paid. He sued, arguing that he didn’t know he was being tracked, so they violated his privacy rights. A judge ruled that the district didn’t need to notify employees of the strategies to find misconduct. CT and DE forbid employers from using electronic surveillance, without employee consent. If your company has a policy on such surveillance, tracking via GPS should be in keeping with that policy. Such devices also come in handy when road closings require finding detours. Companies can be more efficient with vehicle routing & tracking technology. When dispatchers know where every vehicle is, they can dispatch those closest to the site. Monitoring vehicle speed can save on gas and improve safety. Drivers who consistently exceed the speed limit use more gas, may cause more wear & tear, and are at a greater risk of accidents. Fleet managers can also improve efficiency by tracking & eliminating employees’ breaks. If employees are making unauthorized personal use of vehicles, GPS tracking can discourage it. A report by ‘The National Work-rights Institute’ illustrated some interesting points as follows: “Oakland is an example of US cities using GPS technology to improve worker accountability. For example, law enforcement in NJ, installed GPS tracking devices on several patrol cars, without notifying officers.  A sergeant caught 5 officers loitering over meals and in parking lots, while their log books said they were patrolling the streets or watching for highway speeders. GPS technology in the workplace poses a threat to employee privacy & sense of dignity. When an employee’s location is tracked in real time, he no longer has any real sense of privacy. The employer reviews every decision he makes. Each tracked location acts like a piece of a puzzle to the worker’s life and after tracking an employee for a length of time, the employer will know that he leaves home every day at 8:00am. He will know that he then spends three hours at the house of his girlfriend, who happens to be an ex-employee. Employers who introduce GPS monitoring may encourage their employees to favor quantity of work produced over the quality of work. Even employers who do not intend on placing production increases above quality in order of importance may do so inadvertently, simply because quality is more difficult to monitor electronically. Ohio EPA licenses repair shops & certifies technicians in (7) counties. Techs are trained & certified in areas of diagnosis and repair. The technicians must complete a high-quality training program developed by the Training Repair Industry Advisory Group (TRIAG). Licensed E-Check repair facilities must employ at least (1) certified E-Check tech & maintain some specific equipment. If you vehicle is repeatedly unable to pass the test, motorists are eligible to receive (2) types of waivers. When a vehicle has failed at least one emissions test and the owner has made efforts to have that vehicle repaired, a waiver may be issued. The motorist must bring all original emissions-related repair receipts and the vehicle to a station for a waiver. Repairs may be performed at any legitimate repair facility or by the vehicle owner. For DIY repair, only receipts for components will count toward a waiver.

Option 1: Applies to Both OBD II and Tailpipe Tests. Repair Cap Waivers: When $300 in emissions-related repairs on a vehicle has been spent.

Option 2: Applies to the Tailpipe Test Only. Conditional Pass Waivers are issued after the initial tailpipe test. To qualify, the vehicle must be a 1995-or-older model and must demonstrate a minimum of 30% improvement from the initial readings and $200 in receipts for emissions-related repairs.

There is another temporary solution to avoid spending $200-$300 on repairs for those with lower income. A 6-month hardship extension for vehicles which fail the test is available within these income guidelines: 1 person up to $17,655; 2 persons up to $23,895; 3 persons up to $30,135; 4 persons up to $36,375; 5 persons up to $42,615 and further. To qualify, a written estimate for emission related vehicle repairs and diagnostic fees of $75 or more.” The full program details are available at this link. In a January 19, 2016 article titled ‘More Americans of all ages spurning driver’s licenses’ authored by Bernie DeGroat on umich.edu, we examine an odd trend in the auto market as follows: “More teens and ‘twenty somethings’ are forgoing driver’s licenses (DLs). The trend is true for most age groups, according to University of Michigan researchers. A new report looked at changes in driver licensure between 1983 and 2014 in the US, which was conducted by Michael Sivak & Brandon Schoettle of the University’s Transportation Department. Sivak & Schoettle found a steady decrease in the % of those age 45 and under with a DL. Also, the proportion of US people between 45 and 69 with (DLs) has declined since 2008, following a twenty-five year rise.

This study strengthens prior findings by the pair that shows lower proportions of younger individuals today have licenses compared to back in the 1980s. About 87% of 19-year-olds in 1983 had driver’s licenses, but now 30 years later, that percentage had dropped to 69%. Other teenage driving segments have also declined: 18-year-olds fell from 80% in 1983 to 60% in 2014, 17-year-olds decreased from 69% to 45%, and 16-year-olds fell from 46% to 24%.

Drivers in their 20s, 30s and 40s also saw their ranks fall as a % of age group population since 1983—down 13 points for those in their 20s, over 8 points for thirtysomethings & nearly 3 percentage points for those in their 40s. For those in their late 50s & older, the proportion of those with a DL is up about 12 points since then—although down more than 2 points recently, since 2008. The only age group to show a slight increase since 2008 is the 70+ year old segment. According to Sivak, the future evolution of these changes will have potentially major implications for future transportation. (DL) changes will likely affect the future amount & nature of transportation, transportation mode selected, vehicles purchased, as well as the safety of travel.”  The article in its entirety can be read at this link.

One weakness of this article is that, although the authors gave us detailed statistics, they failed to elaborate on what the causes for this trend are. David Schepp with CBS Moneywatch speculated the following reasons:

  • Living in big cities is popular again — especially among millennials
  • Online shopping has also reduced the need to drive
  • The popularity of ride-sharing services such as Uber and Lyft. [1]

It seems that Mr. Schepp’s reasoning could play significantly into the trend. Although I am merely among the car buyers & salvage vehicle handlers of the world, I know that most trends are impacted by economics. Perhaps families today are more financially unstable making it difficult for teens to obtain a car & afford insurance? Could it be that a growing sector of people have their (DLs) suspended with unpaid fines associated with the suspension and are unable to come up with the reinstatement fees? (Ohio’s reinstatement fees for an OVI suspension are $450+) Many of these individuals do not entirely abandon driving, but rather become one of the many that drive without a (DL), typically using a vehicle registered under someone else’s name.

A July 2015 article titled ‘Not Having a Spare Tire Is Stupid and Dangerous’ was posted on roadandtrack.com composed by Benjamin Preston with the following details on this topic: “Automakers’ excuses for why spare tires aren’t among the standard features include weight savings to improve fuel economy & creating more space. It’s not fair for an automaker to claim a certain fuel economy based upon a weight that doesn’t include the spare & tools. Some cars come with a spare-shaped hole & no spare. That’s like selling a new house without a furnace and giving it a great energy efficiency rating because it doesn’t burn fuel. A spare tire and changing tools weigh about 50 lbs. and cost between $150–$300. They’re likely less expensive for automakers to purchase in large volumes, the amount of money they save definitely adds up. Hyundai isn’t the only automaker skimping on spare tires. Consumer Reports says that others include Acura, Audi, Buick, Cadillac, Chevrolet, Dodge, Fiat, Ford, Honda, Infiniti, Kia, Land Rover, Mazda, Mitsubishi, Porsche, Scion, Smart, Toyota and Volvo.” The full story is available here.

Those of us among the people that buy junk cars aren’t in a position to be concerned with whether or not new vehicles include or lack certain options. When you sell us your car it has typically reached the end of its useable life and therefore I cannot attest to the performance of run-flat tires in the market today. In order to justify not having a spare tire, it seems that (3) factors must be satisfied relating to your driving regimen:

  1. Your vehicle has “run-flat” tires installed
  2. You rarely drive outside of business hours, between 7PM and 7AM, when service stations are closed
  3. You maintain a AAA membership, which provides you 24-hour roadside assistance

The smartest move in my opinion is to contact a local scrap vehicle buyer and you can likely find a compatible “donut” spare tire for approximately $10-$25. An assessment of the agency rules about (3) years ago was the impetus for reconsidering the old statute governing state-mandated vehicle battery recycling. Kyle Dorsey, the rules & policy coordinator for the Waste 2 Resources Program with the WA State Dept. of Ecology says the agency is obligated to be a good steward of our rules, and this one hasn’t updated since 1991.

The current registration system for battery recyclers is managed by the state’s Dept. of Revenue, which then sends the info to the Dept. of Ecology. This creates an unnecessary “middle man” and complicates the process. Dorsey says there is a $19 annual fee when a business registers as a battery collector. It is a good thing to clarify the rules which are difficult to understand and get rid of the fee registration program.

The WA vehicle battery recycling program has been successful with nearly a 100% collection rate. An estimated 1.2M batteries were collected for recycling in 2013. Dorsey says a core charge was installed to encourage people to return the battery back to the place of purchase. This retail charge is refunded to the purchaser when a used battery is exchanged. The Dept. of Ecology issued rule changes and is working on a simple revision process and doesn’t expect much push back against its effort. In the latest edition of Scrap Magazine, Megan Quinn authored an article titled ‘Tools for Survival’ for the following highlights: “The depressing economic climate is all too familiar in the recycling industry: China’s down economy is causing a ripple effect, reducing demand for commodities while there’s an oversupply, driving prices down. Operations costs, meanwhile, only seem to go up. This economic climate is causing people to have to work smarter, and harder, and not simply wait for the markets to improve, since it might be a while. Experienced recyclers know there will be good times and bad. Commodity markets are cyclical and most recyclers believe what goes down must eventually come back up. Spirits were high between roughly 2002 and mid-2008, when commodity values were up & China’s growing demand for scrap spelled big bucks.

The recession, which started in late 2008, began to dry up credit, and push down scrap prices. The most serious problems came from buyers who canceled contracts for scrap that had already been shipped to Asia from the US and Europe. Recyclers & traders were on the hook for the shipping costs and storage while they looked for new buyers. Due in part to economic stimulus measures, the scrap markets had recovered significantly by 2011. Today’s market is the worst since the recession; there is an ongoing decline in terms of demand, business opportunities, and profitability. China’s economy is slowing down, meaning it doesn’t have the same demand for U.S. scrap to construct things like steel bridges & complexes for its expanding cities as it did after the recession. The strength of the U.S. dollar has made American scrap more expensive in foreign markets. That means Chinese and other buyers can look for better deals outside the US. The plunging prices of commodities such as iron ore, brought on from overproduction, is another problem; scrap is a less attractive when companies can just as easily buy lower-priced primary material instead. David Chiao of Uni-All Group, says that steel prices keep falling, which is dragging down steel scrap prices. It’s harder to access credit since the recession, even though interest rates are low; those who can access more credit are not typically motivated to make large purchases because they are unsure about the ROI in this economic climate. There is always at least some uncertainty in all areas of scientific inquiry, but the key is to look to the best available science. In the case of synthetic turf, the best available science indicates that there is no reason for concern about health risks for users of these fields. Dozens of peer-reviewed journal articles and multiple state health agencies support this conclusion, and some have reviewed the evidence as recently as this year.

It is certainly understandable that parents & community members want to be prudent and take every possible precaution in protecting children. But the discussion of health risks needs to be reasonded by the science, and also provided with context. For instance, studies that have examined chemicals in synthetic turf have found concentrations for some are similar to, or lower than, those found in natural soils. In addition, the finding of chemicals in a substance does not necessarily imply a health risk. We interact with products with potentially harmful chemicals and carcinogens every day (e.g., cell phone, computer and carpet). However, because exposures are low there are generally not concerns for health effects.

Children’s safety—both now and in the long-term—is absolutely critical. Fear that isn’t based on evidence shouldn’t undermine the science. In the case of synthetic turf, the best available science indicates no health concerns for people using these fields. Hopefully, over the course of the next 18 months, Edmunds officials and residents will analyze the available data and come to the same conclusion.” The full article is available at this link.

A report titled ‘How does the air conditioning in my car work?’ on allaboutautomotive.com explained the following: “A vehicle’s air conditioning (A/C) system doesn’t create cold air; it takes heat & moisture out of the air that is in your car, leaving behind cooler air. Freon/refrigerant is in the (A/C) system and the a/c compressor compresses it into a high-pressure state causing it to liquefy. Next, the freon/refrigerant is sent to the condenser, which is similar to a small radiator that puts the liquid in contact with fresh air outside, which absorbs the heat from it. It then flows into the expansion valve or orifice tube where it becomes gaseous. Then it flows into the receiver dryer/accumulator that contains a desiccant bag to remove & collect moisture and impurities. The clean gaseous freon/refrigerant then travels through the evaporator. The freon/refrigerant in its gaseous state is now able to absorb heat from the air passing through, leaving behind the cooler air. Fans blow this cooler dry air into the car’s cabin and the refrigerant travels back to the compressor to begin the process again.

The freon/refrigerant also carries dispersed oil that helps to keep the (A/C) compressor lubricated while operating. Freon/refrigerant staying charged or in a full state is crucial to the proper operation. R-12 used to be the commonly used freon/refrigerant before 1994, when the EPA required R-134 freon/refrigerant to be used, which is better for the environment.” The complete report is available here.

 “The EPA’s Significant New Alternatives Policy (SNAP) program that was part of the Clean Air Act ensures the smooth transition to alternatives that pose lower overall risk to human health and the environment. The SNAP program evaluates and finds acceptable substitutes for ozone-depleting substances. Under the SNAP program, EPA has found acceptable, three low global warming potential MVAC refrigerants: HFC-152a, hydrofluoroolefin (HFO)-1234yf, and carbon dioxide (CO2). CFC-12, the refrigerant used in MVACs until the 1990s, is a Class I ozone depleting substance, which means that its release into the atmosphere results in the destruction of the ozone layer. The ozone layer is present 10 to 30 miles above the earth’s surface and it protects us from harmful ultraviolet (UV) radiation.” The full EPA report is available at this link.

Q:  How long have you been LKQ/Barger? What are some of the primary functions you handle in managing the business?

A:  I’ve been in this business for 32 years, four since the LKQ purchase.  My duties included vehicle purchases, daily books, title services, and reporting.

Q:  What are some major recent changes in the auto recycling industry that you have noticed?

A:  More cars are being scrapped rather than being repaired. Fewer small pieces are being sold as rebuilders make them so affordably.

Q:  Are there any marketing initiative(s) that you have used lately that was very successful?

A:   The best are small coupon ads and word of mouth resulting from good customer service.

Q:  The “self-serve”/”U-Pull It” business model has risen in popularity lately. Does your location employ this model? Any positives or negatives that you see with it?

A:  LKQ has been an established self-service site.

Q:  How do you track your large inventory of used vehicles and components?

A:  We use Hollander with Project X

Q:  Do you recall times when the per-ton scrap price has fallen this much? How and when do you anticipate a rebound?

A:  About 15 to 20 years ago the prices dropped to $8 ton, but only stayed that way for a few months.  I believe ours will turn back up after a few months. There is a new Cadillac factory going in, a new GM factory being built and a Volvo America site.  There should be a bigger demand for US steel, which will rise back slowly.

Q:  What are the different ways that you obtain late-model (2005+) vehicles for components?

A:  We pre-bid on cars and bid insurance auctions in and out of state.

Q:  Are there any challenges that are unique to your business based on your location in Southern Idaho? 

A:  The distance from our site to customers for delivery.

Q:  Does your location stock or sell the LKQ aftermarket products? If so, please tell us some of the benefits of this side of the business?

A:  My location does not maintain stock, we have a local warehouse about 15 miles west & can ship from Portland overnight if needed. Some of our customers prefer new, which takes away from used item sales. On the other hand, some customers prefer OEM (used), so the aftermarket products add some value.

GAP Law Takes Effect’ with the following details: “As of Dec. 1, F&I offices operating in SC have a new set of rules to follow when selling guaranteed asset protection (GAP). While the new law mainly clarifies what GAP is and does, it also defines when the protection can be sold. The state’s GAP Act requires that GAP waivers include a 30-day right to cancel. It also prohibits dealerships and others from requiring that consumers purchase the protection to obtain credit or to recieve better terms. Consumers must receive a clear-written contract disclosing terms, such as the pricing, conditions and any exclusions in simple language.

Matthew Nowels, an attorney for Florida, says the law reflects the model act developed by the GAP Alliance, which he manages. The trade group, which was formed in 2006 of GAP providers, initiated discussions with the SC Department of Consumer Affairs about amending the law to provide a framework of how GAP is presented and sold. He said they felt there wasn’t a lot of clarity in existing law. One restriction says dealers can only sell GAP in conjunction with a loan unrelated to the purchase of a vehicle if the loan has an repayment term of more than 12 months and a principal amount over $4,000. Also added was that a dealer must believe the consumer will be eligible for a benefit under the product. Dealers also must have the consumer, credit terms, and the vehicle qualify under at least 80% of the MSRP for a new vehicle or the NADA average retail value for a used vehicle. Edmunds defines GAP coverage as follows: “GAP stands for Guaranteed Auto Protection, which in insurance. If you have an accident, your insurance will pay you the current market value of the car, but not the total amount of what you owe the finance company. This leaves a gap in your coverage, and an amount that you still have to pay. GAP insurance is a must for leasing. On December 5, 2015 Mike McIntyre posted a story on Cleveland.com titled ‘Until RTA can afford new rail fleet, it strips aging trains to keep others rolling’ with the following details: ‘The 74 active train cars in the Cleveland RTA rail fleet are survivors. Placed into service in the late 1970s, they’re long past their 30-year life expectancy. They look good for their age; but beneath, the stress is starting to show and their longevity is due to dedicated mechanics who pamper them inside a repair shop. The trains owe their lives to components from other cars of the generation. The cars ended their productive lives a decade ago and are kept for their components. 30+ of these trains rest in a rail yard on the city’s east side; RTA harvests the cars at the E. 55th St. Maintenance Facility.

Car 830, a light rail car, made the journey from the yard to the Central Rail facility and mechanics hoisted it into the air and then removed gear boxes, electrical controls and wheels. With a little refurbishing, the components can keep the 34 surviving light-rail cars running. The light-rail cars used on the Green & Blue lines are more fragile than the stainless-steel cars on the Red line that connects East Cleveland through downtown to the Airport. The trains are so old their manufacturers no longer make those models; they don’t make most items needed to keep them running anymore.

Eventually, a new fleet will be needed. RTA has spent about $3M in train car maintenance over the past decade. The GM Joe Calabrese, says new trains are needed by 2020, a cost estimated to be $280 million. Congress is hammering out a transportation bill that includes a modest increase in transit spending. There’s no guarantee RTA will get the money it needs from the feds. RTA is researching whether it can save money by replacing both types of trains with a single style that can work on both tracks. It would require fewer trains, thereby cutting costs, but might require extensive rail & station modifications. As long as the maintenance it kept up on, it should keep the aging fleet rolling.” The complete article is available here.
